generation library promotes knowledge circulation. Circulation is the core of libraries. In the past
libraries put main efforts on books circulation. In the future libraries will facilitate knowledge
circulation of multiple carriers to enrich people’s spiritual life and promote economic development.
Secondly, the third-generation library makes innovations in circulation circumstances. The image
of traditional libraries in mind is a place to collect books, whereas now libraries are expected to
do more in knowledge services. Traditional libraries provide users the room to read and self-learn
which demands quiet environment, whereas now besides quiet environment, libraries are expected
to provide space for interpersonal communication and knowledge creation. In recent years, in order
to attract more users, libraries have been exploring libraries’ potentials as space through activities
such as lectures, exhibitions, book review and seminars. Thirdly, the third-generation library lays
emphasis on cultivating multiple literacies. Libraries should have social and cultural inclusiveness
and provide the public opportunities for equitable access and participation in development.
Libraries not only serve to elevate the public professional literacy, contribute to employment and
poverty alleviation, but also serve to enhance learning abilities to cultivate talented persons with
digital and technological literacies. The booming development of modern science and technology
provides more opportunities for libraries. Libraries should innovate in inclusive services,
guaranteeing equitable access. Fourthly, the third-generation library activates community’s vitality.
As the spiritual symbol of a region, the history, cultural features and community vitality are all
embodied in libraries and therefore each library is unique. As the further development of libraries’
functions, the function of communication and cohesion will be more prominent. The most
satisfying result of the third-generation library is to help services based on knowledge take root in
communities to propel knowledge sharing, communication and activation of community’s vitality.
10 The Belt and Road Initiative and the internationalization of libraries
In September and October, 2013 in his visit to Kazakhstan and Indonesia, President Xi Jinping
concluded, refined and made innovations in the thousand-year-old Silk Road spirit. He proposed to
jointly build Silk Road Economic Belt and 21st-Century Maritime Silk Road, which has met warm
universal responses. In last four years, more than 100 countries and international organizations
took part in it and more than 40 signed cooperative agreements with China. Resolutions or
documents of UN Assembly, UN Security Council, UN Economic and Social Commission for Asia
and the Pacific (ESCAP), Asia-Pacific Economic Cooperation, Asia-Europe Meeting, and Greater
Mekong Subregion Economic Cooperation Program all involve the Belt and Road Initiative. In
the Five-Prolonged Approach, Closer People-to-People Ties involves the acknowledgement of
values, inclusiveness of culture and mutual respect, which is the key of building the Belt and
Road Initiative. As a cross-cultural initiative, the Belt and Road Initiative needs to be based on
an inclusive and universal ideology, i.e. multi-polarization in politics and culture and respect for
history and traditions. On this occasion, the idea of Community of a Shared Future was proposed
