that in the long run, the number of books borrowed from county level libraries (logwjcc) increased
along with the growth of population base. The elasticity index of permanent resident population
by the end of that very year is 38.92. The number of library employees also had positive impact
on circulation person-time, with an elasticity index of 5.48. But the number of books borrowed
did not show direct positive correlation with economic development (loggdp) or fiscal investment
(logczbt) (see Table 6).

1) The elasticity index of fiscal subsidy to the number of books borrowed from county level
libraries in the eastern area is 0.65, and that of fiscal subsidy to the number of library employees is
-0.60. It shows that the growth of the number of books borrowed in the eastern area is positively
influenced by fiscal subsidy, but with less significant intensity. The number of library employees
however demonstrates redundancy.
2) The elasticity index of fiscal subsidy to the number of books borrowed from county level
libraries in the central area is 1.74; that of fiscal subsidy to permanent resident population by the
end of that very year is 0.46; and that of fiscal subsidy to local GDP is -1.68. It shows that the
growth of the number of books borrowed in the central area is primarily influenced by the growth
of fiscal subsidy, followed by the growth of population. But there is no close association between
library development and regional economic development.
3) The number of books borrowed from county level libraries in the western area is most heavily
influenced by permanent resident population by the end of that very year, with an elasticity index
of 10.28, followed by the number of library employees, with an elasticity index of 3.86; and fiscal
subsidy has the least influence, with an elasticity index of 0.44. The elasticity index of GDP is
