              Calculation results indicate that from 2001 to 2015, the elasticity coefficients of number of
            employees to circulation person-time in the western area was 3.42, with the most significant
            influence; that of fiscal subsidy was 0.73; and that of GDP per capita was -0.86. This shows that
            growth of person-time is primarily affected by number of library employees; fiscal subsidy has
            minor influence.


            2.1.4  Weak effect of number of employees and fiscal subsidy on circulation person-time of county
            level libraries in the northeast area
            Based on the data from the China Yearbook of Cultural and Cultural Heritage Statistics about
            county level libraries in three provinces of the northeast area from 2001 to 2015, including
            Liaoning, Jilin and Heilongjiang, multiple linear regression analysis of the four impact factors and
            circulation person-time has been carried out. The following is the formula of co-integration test:
                                   logltrc=0.70*logczbt+0.60*logcyry-0.59*loggdp
              Calculation results indicate that from 2001 to 2015, the elasticity coefficients of fiscal subsidy
            and number of employees to circulation person-time in the northeast area were 0.70 and 0.60
            respectively, while that of GDP per capita was -0.59. This shows that growth of person-time is
            positively influenced by fiscal subsidy and number of library employees, but with much less
            significant effect.


            2.2  Comparative analysis: major factors affecting performance of county level libraries

            2.2.1  Fiscal subsidy does not have significant impact on circulation person-time, comparing to
            permanent residential population by the end of that very year and number of library employees
            Data analysis results from 2001 to 2015 indicate that while there exists a long-term stable impact
            relationship between variables including number of employees and fiscal subsidy and circulation
            person-time, there is not a stable co-integration formula including fiscal subsidy, in terms of county
            level libraries nationwide. This shows that in the long term, growth of fiscal subsidy does not have
            direct impact on changes in circulation person-time of county level libraries; but instead, changes
            in circulation person-time is more significantly affected by permanent resident population by the
            end of that very year and number of library employees. The co-integration formula is as follows:
                                logltrc=4.50*logcyry+32.49*logrk-1.32*loggdp-402.84 〇a ①
              The elasticity coefficient of permanent resident population by the end of that very year to
            circulation person-time of county level libraries was 32.49; that of number of employees 4.50;
            and that of GDP per capita -1.32. This shows that there exists a strong positive relationship
            between growth of circulation person-time of county level libraries and population growth; growth
            of circulation person-time does not have notable association with the development of county
