               2.1.1  Weak effect of fiscal investment on circulation person-time of county level libraries in the
               eastern area
               Based on the data from the China Yearbook of Cultural and Cultural Heritage Statistics about
               county level libraries in ten provinces and municipalities of the eastern area from 2001 to 2015,
               including Beijing, Tianjin, Hebei, Shanghai, Jiangsu, Zhejiang, Fujian, Shandong, Guangdong and
               Hainan, multiple linear regression analysis of the four impact factors and circulation person-time
               has been carried out. The following is the formula of co-integration test:
                                           logltrc=0.53*logczbt+0.20*logcyry
                 From a long-term perspective, the elasticity coefficient of fiscal investment to circulation person-
               time in the eastern area was 0.53 and that of number of employees to circulation person-time was
               0.20. These figures indicate that growth of circulation person-time is positively influenced by
               growth of fiscal subsidy and number of employees in the eastern areas, but the influence is not
               significant.


               2.1.2  Strong effect of permanent resident population by the end of that very year and number of
               employees on circulation person-time of county level libraries in the central area
               Based on the data from the China Yearbook of Cultural and Cultural Heritage Statistics about
               county level libraries in six provinces of the central area from 2001 to 2015, including Shanxi,
               Anhui, Jiangxi, Henan, Hubei and Hunan, multiple linear regression analysis of the four impact
               factors and circulation person-time has been carried out. The following is the formula of co-
               integration test:
                                   logltrc=4.93*logcyry+0.16*logczbt+13.66*logrk-180.98
                 Calculation results indicate that from 2001 to 2015, the elasticity coefficients of number of
               employees to circulation person-time in the central area was 0.53, that of fiscal subsidy 0.16, and
               that of permanent resident population 13.66. In a long term, growth of circulation person-time
               in the central area is primarily influenced by population growth, followed by number of library
               employees. Fiscal subsidy has the least positive influence.

               2.1.3  Strong effect of number of employees on circulation person-time of county level libraries in
               the western area
               Based on the data from the China Yearbook of Cultural and Cultural Heritage Statistics about
               county level libraries in twelve provinces, municipalities and autonomous regions of the western
               area from 2001 to 2015, including Inner Mongolia, Guangxi, Chongqing, Sichuan, Guizhou,
               Yunnan, Tibet, Shaanxi, Gansu, Qinghai, Ningxia and Xinjiang, multiple linear regression analysis
               of the four impact factors and circulation person-time has been carried out. The following is the
               formula of co-integration test:
