name, uniform identification and overall management. Uniform standard framework was also
established and standards in urgent needs were developed. The uniform platform was built with the
brand “Ehome of Culture and Tourism” which provided services in Weibo, WeChat and the news
client. The resource repository was constructed and the primary directory of public digital cultural
resources was finished. 22,000 TB of existing digital resources were reorganized and addressed.
The distribution of grass-root digital cultural resources was coordinated and more cultural
resources were delivered. Social cooperation was strengthened. The Voice of Culture and Tourism
was open in Himalaya APP. The official account Digital Culture was set up in Xuexi Qianguo App.
A pilot program was developed with the Qiangjun.com for integration and cooperation between the
military and the civilian.
During the period of the 13th Five-Year Plan, public libraries developed as rapidly as in the
12th Five-Year Plan in general. New practice, theories, technologies and services came into being
continuously. Many projects won international library awards, including “M Subway · Library”
of the NLC, “Colorful Cloud Service” of the Inner Mongolia Library, “Little Migratory Birds”
of the Suzhou Library, “Open Data Innovation Contest” of the Shanghai Library, “Utopia of
Children’s Reading” of the Liaoning Provincial Library, and “Night of Grimm’s Fairy Tales” of
the Chongqing Library. The evaluation and grading of public libraries above the county level
was carried out, and the reform of corporate governance structure with the council as the core
was advanced. The library exerted more effects on social and economic development as well as
people’s enjoying the good intellectual and cultural life, gaining more support and approval of all
sectors of society, which was the solid foundation for future development.

2 Prominent challenges, problems and focus of the librarianship in the new era

Nowadays as socialism with Chinese characteristics has entered a new era, information technology
is iterating at a higher speed. The public intellectual and cultural needs are always growing.
Moreover, the environment of society, economy and information communication that the library
depends on has made tremendous changes. While new opportunities are created, the public library
is also confronted with some prominent challenges and problems. If breakthrough is not made in
due time, the future development of the librarianship will be hindered. Accordingly, we should
look squarely at existing challenges and problems, and make efforts to find ways to solve them.

2.1 The library lacking proactive planning and action as the cross-boundary integration
developing

Under the background of “Internet +” where new technologies, conditions and management
schemes come forth, barriers among industries are broken down and boundaries become blurry.
Cross-boundary integration turns to be the widespread developmental trend.
