various kinds of knowledge base at the bottom, and through the system bus service and OAI-PMH
API, it can flexibly realize the unified retrieval and discovery service of various resources in the
collection of multi platforms and multi systems.

The inclusive development of public libraries facing the future

For the future development of China’s public library, what kind of development strategy should
be adhered to in the post all-round moderately prosperous society? The author believes that
the innovation and development of China’s public library facing the future should establish the
inclusive development strategy, because this is the need of the public library to serve the society,
the need of the public library to adhere to the people-centered development purpose, the need of the
public library as a public cultural facility to carry out social education, and the need of the public
library to continuously meet the growing needs and expectations of the vast number of readers. It
is the need for the public library to give full play to its institutional advantages and pursue higher
quality, higher efficiency and development. It is also the inevitable choice for the deep equalization
development of the public library facing the future. This paper discusses inclusive development
from three aspects.
First, it analyzes the concepts of inclusive growth and inclusive development. The concept
of inclusive development of public library comes from “inclusive growth”. The core element
of inclusive growth is to focus on providing equal opportunities for everyone and benefiting all
regions and people. It is a growth characterized by benefiting the poor, sharing and benefiting all.
Facing the future development of public libraries, we should learn from the development concept
of inclusive growth, take inclusive development as an important development strategy, focus on
the development of public libraries to provide equal opportunities for every reader, focus on the
development of the spatial distribution of public library resources in terms of benefit dilution,
equalization, integration and sharing, and focus on improving the public librarians and the
public data literacy of big readers adapts to the work and employment under the new technology
environment, and focuses on promoting the deep equalization of the construction of the cultural
service system of the public library with the innovative and coordinated new development concept,
so that the resources and services of the public library benefit all regions and all readers.
