and goal of library. The process of building smart libraries is a process of continuous research and
exploration. However, in terms of library practice, the transformation and development towards
wisdom is still at the exploratory stage. There are also many confusions and obstacles. In view of
this situation, based on the literature survey, this article puts forward five issues that should be paid
attention to in the construction of smart libraries. First, the concept of smart libraries is unclear. The
academic has been conducting research on its conceptual definition and characteristics, but there is
no uniform conclusion. Chinese and foreign scholars have combined their academic backgrounds
to understand the smart library from different perspectives. The author also uses the theory of
systems to define the smart library. The author believes that the smart library is a library that
combines the virtual and the physical. It is composed of equipment and technologies such as the
Internet of things, big data, block chain, and intelligent computing. It provides users with accurate,
effective and satisfactory spaces, resources and knowledge services such as literature, information,
or data through sensing, computing and decision execution. Second, the judgment standards of
smart libraries are unclear. Due to the ambiguous definition of smart libraries, the assessment
standards of smart libraries have not been unified. The author believes that the evaluation criteria
should be defined from the four perspectives of intelligent business realization, intelligent service
in the library, intelligent environmental protection, and innovative team building. Third, there are
problems in the practice of the construction of smart libraries, and the goals, content, process and
effectiveness of the construction are not clear. Fourth, the social cooperation of smart libraries is
insufficient. The development of the library business cannot be separated from the participation
and support of social institutions and related enterprises. The existence of worries within the
development of smart library products by enterprises cannot be synchronized with the needs of
smart libraries. Fifth, the theoretical research of smart libraries is not abundant. At this stage, the
theoretical research of smart libraries should focus on adapting libraries to new methods, new
technologies, new services and new fields, as well as the combination of theoretical development
and practice. The authors hope this article can arouse the attention and discussion of peers and
promote the library’s transformation and development towards wisdom.

The new-generation library service platform is the core of the construction of smart libraries and
the key to the transformation of library. It solves many problems that have puzzled the library for a
long time. For example, it realizes the unified management of paper resources, electronic resources
