Second, it discusses that inclusive development is the future development of the post all-round
well-off public library. First of all, we need to uphold the balanced development of high quality.
The balance discussed here includes not only the balance of index quantity but also the balance of
quality. That is to say, our public library service should uphold the equal right to ensure that every
reader of every reader group in every region has access to the high quality service of public library,
which is the concrete embodiment of the socialist core values of fairness and justice in the service
of public library. Secondly, we need to focus on the development of “whole process intelligence”,
that is, to integrate the intelligent elements into all aspects of the library, to realize the full
empowerment of library services and improve the overall service level. Third, we need to pay
attention to the concept of coordinated and shared development, including regional coordination
and sharing, urban and rural coordination and sharing, resource coordination and sharing, and
urban coordination and sharing.
Third, it expounds the path map of inclusive development of public library. The first is to further
transform the advantages of the national cultural system into the efficiency of cultural governance,
including further exerting the advantages of focusing on major events, deepening the system of
county-level general and branch libraries, summarizing and copying the successful experience
of promoting the development of public libraries in the central and western regions, and actively
exploring the path and method for social forces to participate in the construction of public libraries.
Secondly, we should give full play to the overall coordination function of the National Library
and the provincial and municipal public libraries, including the development in the direction of
deep equalization in the spatial layout of the public library, the development in the direction of full
membership in the personnel training of the public library, and the development in the direction
of platform in the resource allocation of the public library. Thirdly, we should further grasp the
development opportunities of the new technological revolution group iteration, including grasping
the unprecedented new trend of innovation ecology, the ubiquitous and full process of intelligent
technology, and paying attention to the continuous deepening of the use of mobile Internet. In the
era of change and transformation, we should grasp the constant nature of reader oriented, embrace
the future with the inclusive development of public library, and let the inclusive development of
public library inspire more innovative vitality and dormant potential.
