            USA between 1949 and 1979, and most of this generation were from Chinese Taiwan Region or
            Hong Kong Region. The second generation was good at English while the study of Sinology was
            weaker than the first generation. And the third generation is the people who went to the United
            States after the Reform and Opening-up, this generation is not only fluent in English, but also has a
            high level of information technology, but the foundation of Sinology is also as weak as that of the
            second generation.
              Director CHENG loved books and reading while he was a child, and he wished he could become
            a librarian and the career as a librarian made him feel very proud. When he studied and worked in
            the University of Chicago, he was greatly influenced by his tutor Professor Tsuen-hsuin TSIEN.
            Since becoming the director of Harvard-Yenching Library, Mr. CHENG has been devoting himself
            to: 1) Organizing the literatures collected by the former directors Alfred Kaiming CHIU and
            Eugene W. WU; 2) Making the collections of Harvard-Yenching Library open to all; 3) Promoting
            the library cooperation between China and America.

            Constructing the institutional system of public library governance with
            Chinese characteristics

            The governance of public library is an important part of national governance system. The key
            to governance lies in the construction of a well-established governance system, which is the
            basis and guarantee for the modernization of public library governance capacity. Guided by the
            major strategy of advancing the modernization of China’s system and capacity for governance
            proposed by the Fourth Plenary Session of the 19th Central Committee of the CPC and
            based on the reality of China’s national conditions, this paper discusses some theoretical and
            practical problems in the construction of the governance system of public library with Chinese
            characteristics.
              This paper summarizes the achievements and problems in the construction of public library
            governance system in China while reviewing the whole process. Since the founding of The
            People’s Republic of China, the construction of governance system of public library has gone
            through three stages: 1949-1978, 1979 to the 18th CPC National Congress (2012), and the 18th
            CPC National Congress up to now. The government has constantly improved the governance
            system of public libraries concerning the themes of public library management, professional
