titles, evaluation and grading, planning and construction, and free access. Since the 18th National
Congress of the Communist Party of China, it has been elevated to the national macro strategic
level and achieved brilliant achievements. However, problems in the construction of public library
governance system in China still remain currently, such as the blind spot, fragmented system.
Salient problems of system construction lie in the lack of integrity, connection and self-consistency,
and insufficient strength in system implementation.
The article holds that the overall goal of the governance system of public library should be to
straighten out various internal and external relations of public libraries and build a complete, stable
and effective public library governance system. Based on China’s actual national conditions, the
goal works under the legal framework of Constitution of the People’s Republic of China and Public
Library Law of the People’s Republic of China, with the maximum protection of the basic cultural
rights and interests of citizens as the value orientation, and the practical improvement of the service
efficiency of public libraries as the functional goal. The Chinese characteristics of the governance
system of the public library are embodied as follows: adhering to the CPC’s overall leadership of
the public librarianship, inheriting and carrying forward the excellent Chinese culture, adhering
to the people-centered idea, focusing on improving service efficiency and coordinating and
cooperating for co-governance.
This paper proposes that the governance system of public library with Chinese characteristics
consists of the fundamental system, the basic system and the specific system. The fundamental
system, which is at the macro-level, plays a guiding and decisive role in the construction of the
system, embodies the value orientation and core concept of the system, represents the nature,
purpose, policy and line of China’s public library cause, and stipulates the important system and
operation mechanism of the public library. The basic system is located at the meso-level, which
plays a supporting role in the construction of the system and guarantees the realization of the
fundamental goal in the system. The specific system is at the micro-level, and it is the foundation
of the system construction to directly regulate and guide the implementation of the specific practice
of public library governance. Different levels of systems contain different system units. Each
system unit complements each other and forms a coordinated evolution and mutual adaptation
system.
In order to transform the governance system of public library into the governance efficiency
and effectiveness, it is imperative that in the construction of public library system we stick to the
principle of “problem-orientation”, strengthen the key-unit reform, and enhance the pertinence
and effectiveness of system innovation. The coordination and systematicness between different
hierarchical systems and system units should be promoted. Moreover, it is of great necessity to
strengthen the normative and executive power of the system, promoting the implementation of the
governance system of public library in various ways.
