6) The library’s society and the society’s library—IFLA and UN 2030 Agenda. Taking the
opportunity of formulating and propagandize the UN 2030 Agenda, IFLA promotes the social
values of the library to the whole society, especially the stakeholders. It advocates and encourages
libraries of all levels to participate in social organizations and activities of all levels, and cooperates
with stakeholders to make the library go beyond the library’s society to become the society’s
library. China and the Chinese library community have played an important role in promoting the
UN 2030 Agenda.

The perfection and refinement of the public cultural service guarantee legal
system

Promoting the implementation and gradual improvement of the Public Cultural Service Guarantee
Law of the People’s Republic of China is an important task for the construction of the public
cultural service system during the 14th Five-Year Plan period. The law has established the
standards of basic public cultural services. The main requirement for deepening the system is to
publish specific information such as the service projects, payment lists, service offerees, quality
standards, expenditure responsibilities and managing entities. To refine the free access to public
cultural facilities, we should further expand the scope of free access, increase the intensity of
financial subsidy and establish incentive mechanism. To implement the preferential provision
system of non-basic public cultural services, it is urgent to overcome the policy obstacles
pertinently. To strengthen the construction and protection system of public cultural facilities, it
is necessary to refine the principles and provisions of the law, and promote effective cooperation
between administrative subjects, relevant departments and social supervision. To improve the
system of government purchasing, it is necessary to solve the problem of legitimacy of public
cultural institutions as purchasers and receivers, as well as the suitability of government purchasing
methods and processes. To innovate and perfect the socialized operation and management system
of grass-roots public cultural facilities, we should establish the cultivation and qualification
evaluation system of qualified undertaking subjects, establish the purchase fund measurement
mechanism to support the sustainable development of socialized operation and management, and
construct the professional talent cultivation system to meet the needs of socialized operation and
management. To fully implement the government supervision system, we need to elaborate the
implementation rules. The annual report system is an innovative responsibility system for public
cultural institutions. The main refinements are to issue guidelines to compile annual reports as soon
as possible, improve the disclosure norms of annual reports, and explore diversified presentation
