            essential to jump out of the conventional infrastructure of resources in digital libraries. The digital
            libraries should provide omnibus information services based on the full resource services and
            further extend the types of services and the ways of transmission. Digital libraries also need to
            shift some part of their focus to provide high-end service, such as to support decision-making or to
            tackle key research projects. Finally, we suggest new standard of requirements of being a librarian,
            which requires every librarian should aspire to become a data analyst.
              The contribution of this paper is that it proposes the orientation of developing the digital library
            in the future and discusses the related potential problems.




            An exploratory study on the construction of standards and assessment of
            national reading based on multi-dimensional integration

           “National reading” has been mentioned for two consecutive years in “Report on the Work of
            the Government” (2014 and 2015), which indicates that the Chinese government has paid high
            attention to this cultural project. After more than one decade’s efforts, a series of achievements
            have been made. However, due to the lack of comprehensive and systematic assessment approach,
            it is difficult for administrative organizations to get full supervision on the progress of current
            development and the problems of this project. In order to make tracking work for the progress of
            this project more efficient, this paper tries to build the standards and assessment framework for
            this project, along with some discussion about the assessment of its subject, object and promoting
            strategies.
              The object of our “standards assessment” work is aiming at finding an accurate way of assessing
            the achievements of “National reading” project and guiding the future development of this project.
            This paper mainly reviews researches on production, transfer and use from the perspective of
            reading resources. Production evaluation criteria could help publishers to ensure the quality of
            various books and guide them to create better topics and contents in order to meet various reading
            needs. Transfer evaluation criteria focuses on book distribution channels and their efficiency,
            including various types of reading facilities construction assessment and the evaluation of reading
            promotion projects, which aims to help builders provide access to various reading resources
            timely, conveniently and attractively for all people. Usage evaluation criteria centers on reading
            investigation and reading literacy assessment, helps builders and managers understand the reading
            levels and reading needs of the public (e.g. reading time, reading quality, reading habit, favorite
            subject, most commonly used method, etc).
              This paper builds the evaluation system framework from three dimensions: organization,
