               resources and users. Organization dimension reflects assessment levels, including macro, meso
               and micro these three levels, in other words, national, regional/sector, basic levels. User dimension
               reflects the value of the assessment, which is “all people centric”. According to people’s
               occupation (e.g. farmers, soldiers, businessmen, etc), age (e.g. Children, teenagers, middle-aged,
               elderly, etc) and ability (e.g. regular needs groups, special needs groups, etc), readers should
               be subdivided into groups for targeted assessments. Resource dimension reflects the content of
               national reading assessment, covering the production, transfer and use for all kinds of reading
               materials.
                 According to the organization level, the subjects of evaluation include national managers, local
               managers, departmental managers and first-line managers. They are responsible respectively for
               the investigation and assessment of the national level, regional level, sector level and basic level.
               Based on the resource dimension, the objects of evaluation include three aspects which are the
               production, transfer and use of reading resources. Standards should be developed to check the
               qualities of books, to assess scale and effect of book fair/exposition or reading activities, to guide
               the construction of public and profitable cultural facilities, to investigate all people’s cultural level
               and their individual needs. Referring to the user dimension, the needs of cultural diversity should
               be met.
                 In order to promote the assessment work, firstly statistical mechanisms to collect, store and
               manage data should be established; the data should be open free for using, modifying, and sharing.
               Secondly, feedback mechanisms should be developed to collect people’s advices and suggestions,
               for improving and completing the standards and assessment of “National reading”. At last, the
               assessment work should be seen as a part of cultural development and the results should be used as
               indicator for the performance evaluation of corresponding institutions.
                 This paper is an exploratory research of building multi-dimensional assessment system by top-
               level design on basis of summarizing existing relevant standards. It could make the assessment
               work more coordinated and consistent than before. In addition, it could systematize the
               construction and management of the project. Furthermore, it could provide support and guarantee
               for the cultural development of China. Due to the exploratory nature of this study, practical value
               remains to be tested.

               During American occupation of Japan from 1945-1952, GHQ/SCAP carried out a comprehensive
               social reform in Japan to eliminate militarism. In the reorientation and reeducation policy, the
