implementing three digital cultural projects, including the National Cultural Information Resources
Sharing Project, the Digital Library Promotion Project and the Public Electronic Reading Room
Construction Plan, and the project to expand radio and television coverage in rural areas, Rural
Book Houses Project. National reading, cultural inheritance and cultural heritage protection have
become social tags of libraries. And as the national reading implementation main spaces, cultural
resources preservation mechanism, libraries have advantages in the preservation of cultural
heritage, the promotion of cultural resource sharing and free service, and become important
institutions of promoting the construction of cultural power.

2.4 Promoting social construction

Social construction is a grand system constituted by the rational allocation of social resources
and opportunities, promotion of social justice, adjustment of social interests, social organization
cultivation, development of social undertakings, improvement for people’s well-being and other
fields (Li, Xiao, & Huang, 2012). The contents of social construction can be summarized as follows:
optimizing the population quality, perfecting the guarantee mechanism, promoting the freedom
and equality, and straightening out the social mobility (Xie, 2015). Proposal for the 13th Five-Year
Plan set generally improving people’s living standards and quality as a new goal of comprehensive
building of a moderately prosperous society, which has brought new opportunities for the public
library’s service innovation of the people’s livelihood. Under such a policy background, public
libraries should cooperate with important livelihood projects, push livelihood related information
actively, provide livelihood information services, improve the efficiency of the services, so that
people’s livelihood information services could really improve people’s livelihood. For example, in
the field of social education, public libraries can use the rich collection of resources and advanced
facilities to provide such policy interpretation as language and culture, technology and other
aspects of information to the public, and provide equal educational opportunities as well. In the
field of cultural information service, libraries should timely provide such information as education,
health care, culture, sports, social security, civil affairs, social security, civil administration,
employment services, and so on to public in time (Zhao & Luo, 2012).

2.5 Promoting ecological civilization

With the purpose of being responsible for the contemporary and future generations equilibrium, the
construction of ecological civilization changes modes of production, lifestyles and consumption
patterns, conserves and uses natural resources rationally, protects and improves natural environment,
restores and constructs ecological system, and creates a solid natural material foundation for the
country’s and the nation’s sustainable survival and development (Gu, Hu, & Zhou, 2013). The
