construction of ecological civilization is the enrichment and perfection of the theories of human
civilization development, a deep insight into the harmonious development of man and nature, to
guide people to a sustained and harmonious road, and the basic requirement for the realization of
the grand goals ofcomprehensive building of a moderately prosperous society (Hu, 2012).
Ecological civilization reflects the culture ethical forms of human and nature, human and human,
human and society, healthy circulation, overall development and sustainable prosperity. Because
of commonweal of libraries, libraries will become the foundation of public services and contribute
to the construction of ecological civilization. It was in the research report, which is called “The
Rise of Innovation Districts: A New Geography of Innovation in America” released by Brookings
Institution on June 9, 2014 pointed out that the landscape of innovation has been located in such
places as Silicon Valley which are the suburban staying away from city center, and little emphasis
was placed on the quality of life or on integrating work, housing, and recreation over the last 50
years. A new complementary urban model, emerging in the location called “innovation districts”,
is rising. Based on the definition of professor, Michael Porter, in the Harvard University, “Anchor
Institutions” are the large, spatially immobile, nonprofit organizations that play an integral role
in the local economy (ALA, 2015). This shows libraries’ contribution to the new ecological
civilization. The construction of ecological civilization is the motivation of modern cities and
social development, which is reflected in many aspects, such as community residents’ cultural
life, food security, livelihood issues, children’s early reading and cultural facilities construction,
environment and so on. As a social organization to preserve and inherit knowledge, books, human
history and culture, libraries play an irreplaceable role in the construction of urban ecology.
Libraries should not only provide support for the construction of ecological civilization, but they
are also a symbol of ecological civilization. The level of ecological civilization construction in
modern society is based on the scale and quantity of such owned culture installations in this region
as libraries, museums, theaters and so on.
3 Libraries face new challenges as to serve the comprehensive building of a
moderately prosperous society
During the 13th Five-Year period, China’s economy will change from rapid growth to medium-to-high
speed of growth, from factor-driven and investment-driven to innovation-driven, and the economic
structure will be optimized and upgraded. Therefore, library development should also adapt to the new
normal, and investment, population, internal and external factors are taken into consideration.
