transformation toward the comprehensive building of a moderately prosperous society
development during the 13th Five-Year period to focus on the objective of moderately prosperous
society, and the concept of normalized transformation development was provided. The expectations
of moderately prosperous society for libraries and the challenges of library transformation were
analyzed and characteristics of the normalized development model were extracted in the light of
discussion above.
1 Research methods
In order to explore the orientation of Chinese library transformation development in 2016-
2020, and to encourage libraries to serve the general goal of moderately prosperous society, it is
necessany to comprenhend the opportunities and risks which our library development faces, public
policy situation, transformation practice of different kinds of libraries, and experiences and lessons
from national library development in order to understand the current situation and differences
of Chinese library development, and the new expectations of moderately prosperous society,
providing theoretical support for new development model of the normalized transformation
during this period. Therefore, the authors carried out research by collecting data, analyzing policy,
comparing and analyzing the case and so on.
(1) Data collection
It has unique time features and time demands during 2016-2020, and the unique opportunities,
risks and challenges will be faced. In order to study the normalized development model of libraries
in 2016-2020, these situations have to be comprehensively and thoroughly known.“Library
Transformation Risks Questionnaire” was issued to professionals in library and information circle
from June 26, 2014 to Oct.10 2014. Respondents included practitioners in provincial libraries
or sub-provincial libraries, city and county libraries, university libraries, library associations,
university teaching institutions and government department libraries, etc. 275 respondents totally
answered the questionnaire. The questionnaire involved 40 risks which library transformation
development may face and was categorized into 8 aspects, namely, business, strategy, capital,
personnel, legislation, management, technology and value. The survey found that “Libraries are
uncertain about transformation development model” is one of the biggest risks.
(2) Policy research
Policy is the epitome of the social security system to guarantee the healthy development of the
whole librarianship (Cao & Xiao, 2012). The authors mainly studied the development policies in
China’s 13th Five-Year Plan, national policies and measurement indexes of moderately prosperous
society, the existing and being made library policies. The emphasis of the investigation was
on literature resources policies, financial allocation policies, reader service policies, personnel
management policies, development policies, Library Law (Draft for Comment), and the authors
investigated regulations of libraries around China at the meantime. Besides, reports delivered at the
