            resources are surpassing tangible resources, including library architecture, hardware facilities and
            information resources, and have become the core competitiveness of library service development.
            Continuous innovation has become a requirement of the age.
              (1) The innovation of system. System is a rule that regulates the behavior of a person or an
            organization, including formal rules and informal rules (Jiang, 2010). Library system is the key
            power to promote the development of culture and civilization (Jiang, 2005). For the library, the
            advanced humanistic idea needs a kind of compulsory restriction, which can be put into practice in
            a larger space and a longer time (Han, 2011). Therefore, the system should also keep up with the
            development of society and the progress of human civilization. The key to library transformation
            development is system innovation, including library financing system innovation, library and social
            synergy governance mechanism innovation, library service system innovation, and so on.
              (2) Innovation of operation types. The goal of building a moderately prosperous society in all
            respects requires libraries to innovate continuously to meet the needs of the social development
            and different users, and to make corresponding combination of factors to form a certain operation
            pattern (Chen & Wu, 2007). Due to the richness of constructing a moderately prosperous society
            library services should present a variety of service status. At present, libraries should vigorously
            promote the digital services, remote services, and alliance services, integration services with
            business processes of government, business, education, health care, culture and other new
            operation types.
              (3) Innovation of management. The libraries is defined as “non-profit organizations registered in
            accordance with law” in Library Law (Draft for Comment) (Legislative Affairs Office of the State
            Council of the People’s Republic of China, 2015), which will bring new opportunities to library
            management mechanism innovation. As a concept paying attention to play government function
            and social groups cooperation, governance proves to have good utility. It calls on individuals
            and organizations, public and private sectors to synthesize various kinds of methods to manage
            common affairs (Commission on Global Governance, 1995). Adopting collaborative management
            mode is an inevitable choice to improve the performance of library management. Library
            management involves actions in many departments, systems, organizations and individuals, multi-
            subject Library Board mode could be used to realize management innovation. Libraries also need
            to coordinate effectively with other actions, such as collaborating with “Internet Plus” to provide
            business support services, collaborate with national big data strategy to promote data driven mass
            entrepreneurship and innovation, and continue to cultivate new growth point of library business.
