               in livelihood projects, and provide high-quality, diversified public cultural services.
                 (1) Library and government information service collaboration. Government is the main
               provider of people’s livelihood service. The collaboration between libraries and government
               service platforms could improve the level of people’s livelihood and has broad prospects, such
               as employment services, education services, security services, reporting services, etc. Since the
               implementation of government information publicity system, government information disclosure
               has become the legal responsibility of the administrative organs. The using efficiency of libraries
               is low because of the multi sectors, multi systems, and multi platforms features of government
               information. Libraries could become the middle managers of government information and
               government data. Public libraries could use rich information resources, advanced facilities and
               equipment, and high comprehensive quality librarians to provide policy, technology, market,
               financing, training, accreditation, business tax and other information services to small and medium-
               sized enterprises, small and micro enterprises for free.
                 (2) Library and public services collaboration. Proposal for the 13th Five-Year Plan puts forward
               to promote employment and entrepreneurship, and to promote lifelong occupation skill training
               system. As social education institutions, libraries could provide services for the new generation of
               migrant workers, children of poor families, secondary-school graduates, unemployed, re-employed
               workers and veterans. Based on the problem commonly concerned by them, the special service,
               including brochure distribution, lectures, photo exhibition, health and legal education, ect, are
               provided, and such activities as recruitment information and interpretation of national employment
               policies, are also provided.
                 (3) Collaborating the library with the business processes of culture, education and health. In
               terms of health services, public libraries could purchase highly readable health related books,
               push highly credible health information resources to users through the Internet, provide health
               information consulting. In terms of education services, libraries could cooperate with universities,
               schools and other educational institutions; provide help for early childhood education, primary
               and middle school education, vocational education, continuing education, special education,
               education assistance and subsidy. For example, libraries could provide continuation education
               to adults, develop practical, technical, managerial talents for different walks of life, serving
               mass entrepreneurship and innovation, and provide training to the elderly who are lack of basic
               information skill acquisition, reading and writing ability and technical ability.


               4.4  Law-based development


               Using the law, various activities and steps are regulated and specified and the specific technical
               methods, coordination methods, behaviors, and procedures are legalized, which are the
               requirements of building a moderately prosperous society in all respects and are national strategies
