               Law (Draft for Comment) published by the Legislative Affairs Office of the State Council proposed
               that our country should establish convenient and practical network of public libraries covering both
               urban and rural areas, it encouraged social donation, free and open, children reading areas setting,
               public welfare activities, and providing digital services for the public (Legislative Affairs Office of
               the State Council of the People’s Republic of China, 2015), it has important legal significance.
                 (4) Proper legislation will regulate libraries by protecting their rights to provide legitimate
               services. The relevant laws and regulations are the tools that use coercive measures to ensure
               library operations and services. The resource construction, legal deposit system and resource
               conservation through legal protection are all of practical needs. Libraries are granted the right to
               preservation, thereby the access to the resources are guaranteed. As the technology professionals,
               the librarian have to determine the professional status, vocational qualification requirements,
               vocational education and continuing education standards of library by the law. In the service
               process, libraries are inevitable to make copies of the works or in other ways to archive files. Law-
               based regulations will guarantee libraries’ reasonable use of these resources, in terms of Copyright
               Law, library privileges should be established, thus ensure the library services. Proper legislation
               should also stipulate the obligations of the libraries, such as equal services, high quality services,
               and so on.
                 (5) Using law to protect the library right. In the developing process, libraries involve a series
               of rights issues. Proper legislation is needed to ensure the rights of libraries and users, including
               setting up library clause in Copyright Law, such as library fair use provision. In the future, we need
               to consider the establishment of library privileges, such as library preservation right. By setting
               up such right, could libraries save all kinds of resources in the provisions within the scope of the
               rights, including digital resources. Library represent the public interest, therefore, the rights of the
               library and the readers’ rights are coordinated. In addition, the law is applied to protect convenient
               library services for special groups such as elderly people, disable people, adults, farmers, migrant
               workers, unemployed and laid off workers. In terms of privacy protection, Chinese Library Staff
               Occupation Moral Criteria (Trial Implementation) also regarded safeguarding readers’ rights and
               interests and keeping readers’ secrets as the occupation ethics that librarians must comply with.
               In our country, we should make use of sequencing and institutionalization of legal regulations,
               and incorporate the behaviors of librarians and readers into the scope of legal regulation. This
               is not only conducive to the standardization and sequencing of behaviors, but also conducive to
               efficiency improvement, social supervision and law enforcement.


               4.5  Connotative development


               With the coming of the eras of digital and networking and the diversification of users’ information
               requirements, service, space, environment, tools and human resources and other intangible
