               4  Conclusion


               Accordingly, in advancing the corporate governance of public libraries with the board of trustees
               as the main form into the legal process, we should draw on lessons of the practical experience from
               the board of trustees system of public libraries abroad, combine and sum up the pilot experience
               in various regions systematically. In addition, we should take the problems at the pilot stage as
               the key point, take the administrative system reform and the establishment of flexible operating
               mechanism as the fundamental goal, and take the pilot explorations with different administrative
               levels and different categories of independent public libraries and public library service systems as
               a way of thinking. Then, the modern public library governance structure which is public-welfare
               oriented, based on professional, scientific decisions and a sound incentive-based supervisory
               system would be built up gradually by establishing and perfecting the joint conference system,
               the board negotiation system, the annual report system, the information publicity system, the
               responsibility tracing system for decision making, the librarians’ joint appointment system, the
               integration system of the main members between the board of trustees and the Party organization,
               the audit supervision system, and the performance evaluation system about the corporate
               governance structure of public libraries. Since the experience could be effective, reproducible,
               useful reference and widely accepted, we should promote the experience by holding on-site
               meetings and experience exchange meetings of the pilots, or organizing the field trips, and
               distributing the promotional materials to improve the governance and service efficiency of Chinese
               libraries overall.
