              2) The financial centralized management system between income and expenses
              With the construction and development of modern governance with the public libraries, the
            independent legal status for public libraries has been clarified, and the allocation and supervision
            of funds of public libraries have more professional decision-making support. The practices
            show that the investment should make its social benefits fully exert with the limited government
            financial support. On the one hand, the expenditures of the government administrative departments
            must comply with the financial budget determined by the public library board of trustees, and
            clarify the funds allocated by the government to be used for the legal development goal of the
            public libraries. On the other hand, the decision-making and supervision functions of the board
            of trustees should be fully reflected, and the board of trustees could adopt the way of “one policy
            for one event”, absorb social capital extensively on the basis of government support, and treat
            with the way of emergency funds oriented for the significant emergent events. We should ensure
            standardized and effective management for the capital through the innovation of the capital
            operation model.


            3.4  Perfecting the librarians’ appointment system; cultivating and training the qualified
            trustees

            Public libraries should pay more attention to selecting the good and capable librarian and trustees
            during the process of reform, and making them fully embody the independent legal person status.
            In addition, the reform should focus on performance salary as a method of motivation and restraint,
            fully arouse the library staffs’ initiative, and promote the public libraries to play the role of public
            welfare function.
              1) Perfecting the librarians’ joint appointment system
              There are two main forms of the librarian’s appointment in public library pilots: nominated by
            the board of trustees, reviewed and appointed by the government superior department; nominated
            by the government superior department, reviewed and appointed by the board of trustees.
            These two approaches also have their limitations of the decision-making function of the board
            of trustees. The autonomy on the personnel institution should get breakthroughs, which means
            that the government should authorize the substantive rights to appoint and relieve the librarian.
            Therefore, within the framework of current system, the librarian should be nominated jointly by
            the government superior department and the board of trustees, after being reviewed by the board of
            trustees and evaluated by the Party committee of the superior department, then be appointed jointly
            with the approval of two parties. Both the board of trustees and the superior department make
            the final decision of appointment together in according with the pre-existing power of personnel
            management, and submit to the local relevant departments for the record.
              2) Strengthening the trustees’ recruiting and training
              The trustees, as social beings and the members of the decision-making agency of public
