               libraries, need to have both the professional ability and essential quality. Trustees should be
               responsible for the library, ensure all kinds of resources from the library to serve for the local
               residents as much as possible. And they should honor their commitments, devote their time and
               energy for fulfilling their duties and responsibilities faithfully, outspoken, honest and truthful
               (Feng, 2014). Therefore, it is necessary to emphasize the qualified trustees’ training, recruitment
               and appointment for public library modern governance. Integrating the reading resources of the
               whole society and promoting the public libraries-led national reading activities could make all
               the loving reading people with civic-minded, enough time and true ability to participate into
               the reading promotion activities, regardless of their occupations, fields, hierarchies, nations and
               age. Meanwhile, this will make the public have an intuitionistic understanding of the services,
               work and idea of public libraries, and this will help to find and keep the qualified trustees. In
               addition, the government superior department, public libraries and the board of trustees should
               expand publicity to inspire the prominent community members’ enthusiasm to the governance
               of public libraries, promote the trustees’ professional accomplishment and abilities, improve the
               social awareness of the trustees, make the position of trustees became an honor and enjoy a higher
               social status.
                 3) Perfecting the post performance salary system
                 Both the public library governance decisions and efficiency of services depend on all the library
               staffs, and the wisdom and talent of each staff should be fully exerted. The governance should
               focus on creating a culture atmosphere of action and building a solid team with good execution,
               creativity, hard-working and the capable of winning (Wang, 2016). Therefore, we should learn
               from the previous experience, perfect the pre-existing performance appraisal and wage system,
               and make the “chart of annual performance evaluation” with the quantifiable content of services,
               construction and management of libraries just as Wenzhou Library did. Based on post performance
               salary and competition for posts, the supervisors of the public library modern governance should
               organize and launch the evaluation, and submit the results to the board of trustees and the library
               management as the basis of staffs’ annual rewards and punishments. At present, some libraries
               still need a fair amount of the labor dispatch staffs to make up for lower officially budgeted posts.
               So, the board of trustees should borrow ideas from the Fengnan District Library in Tangshan City,
               combine with local per capita income, formulate the effective “plan of the labor dispatch staffs’
               performance evaluation”, increase the labor dispatch staffs’ subsidies dynamically, incorporate the
               subsides into the annual financial budget of the library, and relieve the instability caused by the
               labor dispatch staffs’ lower salary.


               3.5  Reform model according to local conditions, demonstrating the contemporaneity and
               the regional characteristics


               The corporate governance reform of public libraries must adhere to local conditions, have feet in
