the literature resource construction development plan submitted by the library, so as to ensure the
collections are relatively reasonable.
② Financial Project Committee. This committee should determine the financial budget and final
accounting, provide professional support including major events, the newly built or renovated
facilities and other major financial issues for the board of trustees. In addition, the committee
should assist the supervisors in auditing the major capital budget of libraries constantly, and
selecting the future outstanding projects and funds, in order to achieve the financially centralized
management within the scope of the public libraries, reduce the cost of the holding funds,
accelerate the fund turnover, and increase the service efficiency of funds.
③ Performance Evaluation Committee. This committee should be in charge of deliberating
the performance evaluation system submitted by the library management, conducting the annual
evaluation of the library management, submitting the feedback to the board of trustees, and
providing scientific basis for the adjustment of decision-making.
④ Supervision and Administration Committee. The committee, as the supervisory agency of
public libraries and the board of trustees, should be set up for the public library board of trustees
without the board of supervisors, and take the responsibilities of the supervisors in the corporate
governance.
⑤ Temporary Executive Committee. This committee is in charge of providing the decision-
making advisory recommendations of the significant changes for the board of trustees, such as the
change of trustees, establishing or repealing the committees, revising the charter and so on, and
assisting the smooth development for the board of trustees.
3) Introducing a responsibility tracing system into decision making, emphasizing the holistic
social participation
In order to ensure the integration of powers and responsibilities for the governance and decisions
of public libraries, Chongqing Library, Shuozhou Library in Shanxi Province, Wenzhou Library in
Zhejiang Province, and Futian District Library in Shenzhen City have established the responsibility
tracing system with the principle of “who decides, who is responsible for it”, including the
retroactive investigation into accountability and accountability systems, which should become
the key of promoting the law-based and charter-based governance for public libraries. The
system of accountability could make the public libraries and their governance agencies take their
responsibilities. The government superior departments accept any social supervision besides the
supervisors, and any social individuals, groups, enterprises and institutions have the rights to
challenge the issues during the process of public library governance. The effective methods of
accountability emerged during the process of pilots include ordered rectification, written self-
criticism, a notice of criticism, removal from the board of trustees, transferring the suspected
perpetrators to the judicial authorities and so on.
Combining the system of accountability into the process of the public library modern
governance, one of the following behaviors for the decision-makers should be held accountable:
