                 During the process of the pilots, because the power decentralization was not completed and
               pre-existing barriers were not overcome, the county central library of the central-branch system
               couldn’t shoulder its responsibilities of planning the branch libraries or other divisions.
                 Thirdly, clarifying the roles and responsibilities of different types of supervisors. Opinions on the
               Establishment and Improvement of the Corporate Governance Structure of Public Institutions has
               presented the principles of the supervisors, which means that supervision is one of the functions
               of the board of trustees, or we should set up the board of supervisors separately to supervise the
               operation of the library based on the actual situation. Nowadays, setting up the board of supervisors
               is applicable to large-scale libraries, and setting up the supervision and administration committee or
