               this purpose, some measures should be taken: establishing a joint conference system initiated
               by local governments on the basis of the top design and continuous coordination of each related
               government departments, making a series of matching rules and regulations by the way of annual
               negotiation meeting, leading and coordinating different departments jointly to promote the further
               development of the corporate governance of the public cultural institutions through making
               supportive policies.
                 In particular, local Party committee and government should play a key role in the joint
               conference system, and local superior department should be responsible for the implementation of
               the board of trustees of public libraries, such as drawing up “library charter”, guiding, inspecting
               and so on. At the same time, each local related government department, including the development
               and reform commission, government financial department, the human resources and social
               security department, local commission office of public sectors reform and so on, should coordinate
               with each other, give full play to the management with the librarian as the core. we should extend
               and achieve the independent legal status of public libraries by the management elected with
               the librarian’s participation, adjust internal library divisions independently, post delimitation
               independently on affairs and requirements, and carry out the post performance wage system, etc.
                 3) Promoting the co-construction and sharing of resources throughout the whole society
               synergistically synergy
                 During the process of the pilots, based on great attention and co-construction of the local
               governments, promoting the regional joint development and making full use of the social platform
               function for the board of trustees have become one of the major factors of success of modern
               governance of public libraries. That means that the innovation of the board of trustees system
               could drive the new library-establishing pattern, and the trustees could use their background,
               effects and resources to exert social influence and promote the value of librarianship. Through
               expanding cooperation, it will draw and extend the awareness and recognition of public libraries
               and the governance system, motivate the whole civic involvement and support, and promote the
               co-construction and sharing of resources through the whole society synergy.


               3.2  Perfecting the composition of the board of trustees, the matching rules and
               regulations, clarifying the responsibilities of all stakeholders


               1) Perfecting the composition of corporate governance, clarifying the lists of duties and
               responsibilities, establishing of rules and regulations, standardizing the development
