library is supported by source materials and verified by professionals, therefore, it is verifiable and
reliable information. For example, the online explanation for a certain term or the context for a
certain quotation may be intermingled with right and wrong answers which are not authentic to be
used.
Secondly, the quality of work is reflected in every detail. For example, not only the volumes
of collections should be taken into account, but also the quality of collection which is even more
important. Collections should support the fulfillment of major tasks, and requisite disciplines
should be fully collected (At present, statistics of the library deals with volumes of books and
journals instead of titles which is indicative of the neglect of the quality). Characteristic and
regional information resources should be fully collected. Institutional repository should be
established, and effective, standard and mature quality control plan for digital resources should be
developed. All of the above should be put into practice with the increased consciousness of quality.
To improve the quality of work also depends on personnel who are the bedrock of high-quality
development of the library. The library must pay high attention to personnel development. Some
libraries are inclined to embracing technology personnel, and neglecting personnel in resource
construction, information organization and utilization, which is unadvisable. Personnel of a wide
array are needed and reasonable personnel structure should be formed. Early at the beginning
of 1980s, Nanjing University Library had many staff specialized in foreign languages, such as
English, Russian, Japanese, French, German, Italian, Spanish and Vietnamese, which suggested that
the importance of library work and personnel was recognized. Nowadays, the library community
has absorbed some talents with double degrees and high academic degrees, but lacks foreign
language talents and lesser-used language talents. As the deepening of the Reform and Opening-up
policy and the implementation of the Belt and Road Initiative, foreign studies, particularly studies
of neighboring countries should be reinforced. Without corresponding foreign language talents,
the high-quality of work in resource collecting, registering, describing, classifying, recommending
and supplying will not be accomplished. It is also of great importance to motivate working
enthusiasm of staff. More incentive methods should be figured out except professional evaluation
and promotion. Budding talents and those who have made contributions should be cherished.
For the moment, there are already librarians selected by the “Thousand Talents Program”, but
the number is quite limited. There are 3,166 public libraries above the county level (Ministry of
Culture and Tourism of the People’s Republic of China, 2018). As of May 31, 2017, there were 2,914
universities and over 2,900 academic libraries (H. Hu, 2017). Libraries in the academy of sciences,
government agencies, military system, enterprises, elementary and secondary schools total 10,000
at least. In 2016 there were 57,208 librarians in public libraries (Ministry of Culture and Tourism
of the People’s Republic of China, 2018). According to the data presented by the academic
libraries, enrolled librarians totaled 33,246 (B. Wang et al., 2017). Added by librarians in about
1,000 academic libraries and other libraries that do not submit data, librarians amount to hundreds
of thousands, including tens of thousands of professionals. The management department should
