all levels is implemented. However, many academic libraries did not submit corresponding data
within the given time period because the Ministry of Education had not delivered requirements
on statistics and evaluation. It is reported that 896 academic libraries (771 academic libraries in
2015) submitted data to the Factual Database of Academic Libraries of the Ministry of Education
and over 1,000 did not submit data. “A series of problems exist in acquisition and cataloging
sections such as the lack of acquisition data and experts and the decline of quality of resources
due to outsourcing” (B.Wang et al., 2017). Crossing-system and interdepartmental cooperation
has been planned, and we have signed some long-term usage agreements with publishers abroad.
However, planning and design in preserving digital resources short of strategic concern, inadequate
funds and ineffective measures weigh heavily against management, joint construction and
sharing of information resources. As a result, it is urgent to complete fundamental work, enhance
communication and cooperation among public, academic and special libraries and coordinate
operations and services.
7 How to mobilize social forces to run the library
The library is the product of civilization and plays an active role in development of civilization.
They supplement each other and develop harmoniously. The higher the level of civilization is, the
more people who are willing to contribute to librarianship. Undoubtedly, the government is mainly
responsible for establishing public libraries and its overall development. Moreover, support from
social forces is also indispensable. Many libraries have received donations and support of various
approaches from social forces. There are still many people who are willing to make contributions
to the librarianship. Hence the library community should strengthen cooperation with social forces
and create a good environment for them to run libraries and play an irreplaceable role. This can
not only win funds for the library but also enable the library to exert more influence. It also can
encourage people to concern about and use the library, which is helpful to fulfilling the aims of
establishing the library—serving the society.
8 How to strengthen the education and research of the library science
The library science is a discipline of practice, closely related to library professional education.
Yet the library science education is not equal to vocational training. Professional education is the
responsibility of colleges and universities, while vocational training is the task of specific units.
The objective of the library science education is to cultivate talents who have hands-on skills,
knowledge and methodology in the library science, understanding of the development of libraries
and similar institutions, and determination to devote to librarianship. The objectives, methods
and content of different degrees of the library science such as bachelor, double degree, academic
master, professional master and doctor are also different. The library science research is a research
