               make personnel plan in proportion. The quality of work in the library will be improved provided
               that staffs’ initiative is mobilized.
                 Of course, librarians should love their work and devote to it. By hardworking, research and
               improving professional abilities, we should seek to become expert or scholarly librarians. Only
               abilities can guarantee status. “Expert librarians” refer to those with professional knowledge who
               master knowledge in philology and library science as well as application of new technologies, and
               also understand a discipline or field. The inter-disciplinary talents will play a more important role
               in future development of the librarianship. Based on knowledge structure, librarians should address
               their weakness as soon as possible. Librarians with the background of liberal arts need to learn
               about technologies, while those with the background of technologies need to learn about document
               knowledge. Taking advantage of the library’s environment and resources, librarians can make great
               progress by means of self-study or taking part in trainings or conferences if they can hang in for
               several years.


               6  How to promote the joint construction and sharing of information
               resources in the crossing-system and interdepartmental libraries


               In the recent decade, the joint construction and sharing of information resources in the in-house
               system has made rapid progress. For example, the China Academic Library & Information System
               (CALIS) and the China Academic Humanities and Social Sciences Library (CASHL) have made
               great advances in resource construction, platform building, service improvement, management
               optimization and collaborative innovation. The two systems have become crucial information
               infrastructures to support and guarantee teaching and research in universities. Nevertheless,
               the joint construction and sharing in the crossing systems has made little progress. Information
               resources not only refer to the published books and journals but also unpublished scientific data,
               plans, reports and so on produced by institutions. Outline of National Informatization Development
               Strategy was released by the general offices of the Communist Party of China Central Committee
               and the State Council (2016) on July 27, 2016. The Outline pinpointed that one of the sticking
               points in information development was the co-existence of under-utilization and abusive utilization
               of information resources. We should “exploit information and gain digital profit” (General Office
               of the CPC Central Committee & General Office of the State Council, 2016). Exploitation and
               utilization requires sharing, while sharing requires joint construction. In China the economic
               growth pattern is in transition. Information resources have become vital production factors and
               social wealth, which makes the level of the joint information resource construction and sharing
               a significant symbol of national competitiveness. Interdepartmental information coordination
               committees had been set up and conferences had been held, but with little effect. It is exactly the
               time to promote the joint construction and sharing of information resources in the crossing-system
               and interdepartmental libraries.
