Firstly, the government has made it clear that “top-level design and system planning should
be strengthened, and institutional systems should be improved” to solve problems. “Information
resource planning, construction and management should be enhanced. National overall planning
and management according to different categories of important information resources should be
accelerated. Mastery of key information resources should be strengthened and dynamic update and
the sharing system of information resources should be improved.” “Public information resources
directory should be open access. The open national data system should be standard, interconnected,
secure and controllable. The sharing of open public information resources should be steadily
facilitated.” “Collection management and standard formulation should be reinforced to increase the
accuracy, reliability and availability of information resources” (General Office of the CPC Central
Committee & General Office of the State Council, 2016). Obviously, the government has made
plans for macroscopic construction and micro-management. The most crucial task is to implement
at present. As the main front to collect information resources, libraries of the three systems have
acquired experience in joint construction and sharing of information resources in the in-house
system. They have advantages in planning and producing union catalog as well as open access,
therefore, they should make new efforts in and contributions to national joint construction and
sharing of information resources.
Secondly, libraries of various systems have experience in joint construction and sharing in view
of their operation. Confronted with increasing documents and price, libraries are always lacking in
funds. They need to break systematic boundaries to realize joint construction and sharing. In the
1990s, my colleagues and I coordinated acquisition of foreign journals for universities. In addition
to academic libraries, public libraries such as Beijing Library (now National Library of China)
and Shanghai Library, as well as Institute of Scientific and Technical Information of China and
National Science Library, Chinese Academy of Sciences participated actively in the coordination
meetings and work. The coordination wrapped up (National Serials Society of China’s Universities
and Colleges, 2016). It suggested that libraries embraced crossing-system coordination, and the
crux is organization and management.
Thirdly, technology development has created good conditions for managing the joint construction
and sharing of information resources in the crossing-system and interdepartmental libraries.
With the help of new technologies, it is convenient to produce open union catalog for national
information resources, including general catalog of databases, to make coordinated directory for
new information resources, and to establish statistics platform for utilization of digital resources
and dynamic updating databases.
Other than the above, the joint construction and sharing also demands good fundamental work
in library. Statistical and evaluation work should be strengthened. For example, statistics and
quality control of digital information resources are quite important fundamental work, which will
influence the operation and quality of joint construction and sharing. Due to the Public Library
