industrialization. Today, China’s information service is characterized by a three-in-one integration.
That is, the service content is expanded, expert wisdom and artificial intelligence are intervening
in the whole process, and the service targets are integrated throughout the process [30] . China’s
information service is problem-oriented and goal-oriented, and actively pays more attention to
cutting-edge application topics such as scientific and technological innovation, people’s livelihood
protection, and industrial transformation. It also has changed from passive to active, from negative
to positive, from conservative to open [31] . At the same time, through the full integration and
analysis of public information sources, information service agencies use scientific and reasonable
collaboration and sharing mechanisms between different agencies to provide accurate and
professional services for governments, enterprises and individuals. With a one-to-many service
model, China’s information service activities will truly become a leading and overall intelligent
activity. In short, it should take “Intelligence as a Service” as the core concept to make it highly
intelligent and extremely efficient. The intelligent intelligence analysis tool combining human brain
and machine should be used as a technical means to solve the problem of information overload
and improve the efficiency of intelligence production. By changing the relationship between
intelligence productions, the basic elements of intelligence productivity should be developed to the
intelligent level. Based on the above analysis, this paper puts forward the following proposition on
the upgrading of the information service model:
Proposition No.10: Information technology has promoted the upgrading and transformation of China’s
information service from a one-way lagging information dissemination mode to global leading intelligent
intelligence collaboration and sharing model.
Recent years, under the influence of the process of economic globalization, think tanks have
received unprecedented attention with their wisdom images such as brain trusts, strategists, and
advisers. They have also made important contributions to national governance, government
decision-making and social development. In 2013, China specifically pointed out the development
purpose of establishing a new type of think tank with Chinese characteristics, which might
be moderately ahead of forecast and serve decision-making. In 2015, China’s State Council
included think tanks in its national development strategy and issued a document The Opinions
on Strengthening the Construction of New Think Tanks with Chinese Characteristics for the first
time. After that, National Informatization Plan during the “13th Five-Year Plan” also put forward
important instructions for the construction of Chinese think tanks, to “focus on building strategic
and comprehensive high-end think tanks”.
The new types of think tank with Chinese characteristics includes three elements: strategic
research and public policy research, non-profit institutions, and dual intelligence of research
and consulting. It has the special functions of studying countermeasures, formulating ideas,
