and new problem domain accompanying is considered. On the one hand, the differences between
intelligence research objects and different disciplines and fields are diluted. The in-depth of
intelligence research theory and the development of intelligence analysis in all fields are promoted.
On the other hand, the method of intelligence research and analysis is changed from manual
data processing with low efficiency to computational intelligence research and analysis that

continuously introduces new theories such as vector space model and fuzzy set theory . In this
way, the “data-intelligence” transformation effect could be achieved with half the effort. It can
be seen that, intelligence research in the big data environment has already broken through the
boundary of the original background paradigm and moved towards the paradigm of data-intensive
scientific research.
At present, the computing speed and storage capacity of cloud computing are super powerful.
Cloud computing-based data warehousing provides a convenient environment for the access, use
and analysis of big data. The intelligent perception, intelligent processing and intelligent feedback
of artificial intelligence play an important role in improving the productivity of science and society
in the era of algorithm decision-making. These new technologies have promoted the progress
of scientific research and knowledge management, accelerated the speed of global knowledge
innovation and scientific and technological innovation, and formed a new intelligent intelligence
[25]
work methodology combining “facts and data + working methods + expert wisdom” . The role
of intelligence research as a “think tank” and “information base” is more obvious. Objectively, in
the whole development process of Chinese intelligence research, the functions as think tank and
information base would exist for a long time. As early as 1991, Development Policy of Scientific
and Technical Information in China (State Scientific and Technological Commission, 1991)
explicitly stated that intelligence research belonged to the “think tank” category, which provided
reliable support for democratization of information and intelligent intelligence decision. In the
early days, the two words “information” and “intelligence” used as different meaning to distinguish
between information work and intelligence work. The former aimed to provide a service to society,
the latter, on a strategic level, served national security and competition. Although “information”
and “intelligence” are not the same in terms of what they do and what they ultimately serve,
both of their goals are to reveal the law and pattern of intelligence flew, the cyclical nature of
information and intelligence. Finally, intelligence experts combine knowledge of a specific
area with computer technology to complete the intelligence analysis, which breaks through the
limitation of time and space and enhances the explicit value of information. Intelligence experts
accumulate new knowledge or information and makes intelligent analysis to form the latest and
more valuable intelligent intelligence products. The most importance of this intelligence research

activity is the transfer of knowledge to intelligence , to fulfill the important social functions of
prediction and feedback.
Based on the above analysis, this paper puts forward the following propositions about the
paradigm and characteristics of intelligence research:
