user needs also have implicit information needs. Big data has the characteristics of large scale, fast
circulation speed, multiple types, and low value density, which has brought fundamental changes
to all walks of life. In the past, the distribution of information was extremely asymmetrical, and the
satisfaction of information needs mainly relied on information service agencies. But at that time,
intelligence products were expensive and not universal. And intelligence producers occupied the
initiative of the market, so there was less demand for intelligence. Now, information resources are
gradually popularized, and the satisfaction of intelligence user needs has become the driving factor
of intelligence production. Meeting the needs of information users becomes the driving factor of
intelligence production. Especially with the impact of the development of network environment
and technology on the traditional information service model, the scope of information users
has expanded, and the users’ needs have been growing and shown a trend of fine-grained and
diversification. Their needs have both static and dynamic requirements. Its industrial economic
model has also gradually transformed into a service economy model. The double stimulation
of changes in user demand and the popularization of information data have made the current
knowledge/information services inefficient, while the knowledge/information needs of intelligence
users are increasing. This contradiction has led to the parallel emergence of personalized services
and integrated services [36] . The user’s personalized information needs promote the in-depth
development of information service and its strategies. With the help of information technology
such as information filtering, intelligent agent, and personalized recommendation, the information
service analyzes and sorts out the data footprint, and provides information users with panoramic
information images and accurate, dynamic knowledge information resources, which also solves
the problems caused by information overload. In the digital age, information service is gradually
moving towards knowledge services, and more attention is paid to personalized service. However,
it should be noted that the relationship between standardized and personalized service needs
to be properly coordinated. In addition, the information confusion caused by massive data
introduces the intelligence engineering thinking into the work of information service, which could
make information sources form big data, the information processing automated, the work flow
[37]
integrated, and the system operation coordinated . Changes in the competitive environment and
the diversified information resource system require accelerating the construction of an integrated
development platform for information service, so as to make intelligence research work more
effective and meet intelligence needs in a way with lowest cost and maximum efficiency. By the
way, the new network environment and national development strategy also put forward higher
requirements for integrated services for intelligence needs. Based on the above analysis, this paper
puts forward the following proposition about information users and their needs:
Proposition No.12: The contradiction between the growing demand for knowledge/information of users
and the inefficient acquisition of knowledge/information service has prompted China’s information service
to be both personalized and integrated.
