            perspectives. From the perspective of organizational management, delegation empowerment
            discusses the training of empowered librarians and administrators, drawing on structural and
            psychological approaches, using insider status, self-driven and positive evaluation to improve job
            satisfaction, resilience and creativity of librarians, applying legalization, development opportunities
            and mental models to enhance governance, leadership and competency of administrators; from
            the perspective of technological development, this paper empowers library resources and services
            through digital, knowledge and wisdom empowerment, and digital empowerment based on digital
            technology supports the datafication of information resources and the precision of information
            services, and knowledge empowerment based on knowledge management technology promotes
            the dissemination width of knowledge resources and the embedding depth of knowledge services,
            and wisdom empowerment based on artificial intelligence technology promotes the experience
            of intelligence resources and the leading role of wisdom services. The above two analytical
            perspectives are actually the horizontal and vertical dimensions of the library. The horizontal
            dimension is to empower the library from the perspective of organizational management, and the
            vertical dimension is to empower the library from the perspective of technological development.
            Finally, the empowerment chain of “delegation empowerment-digital empowerment-knowledge
            empowerment-wisdom empowerment” is formed to systematically empower libraries and
            form a holistic view of empowerment for high-quality library development. The empowerment
            mechanism of high-quality library development not only provides reference for the theory of
            library development but also provides practical guidance for various types of libraries to realize
            high-quality development.




            Exploring the information disparity of individuals with different educational
            levels based on a comparative analysis procedure of available and accessible
            information sources

            Education experience of individuals has been long considered as one of the key factors affecting
            the information disparity. Since the transformation efficiency of available information sources into
            accessible information sources is the basis for the richness of individuals’ information world, it is
            possible for us to reveal the micromechanics of information disparity via comparing individuals’
            transforming ratio of available information sources into accessible information sources with
            different educational experience.
              Aiming to understand the micromechanics of the information disparity among individuals with
            different educational experience, present research conducted a large-scale social investigation and
            explored the essence effect of educational experience of individuals on the information richness
