               are built between concepts. Each concept has its own term labels. A concept can have multiple
               labels, by which the problem of synonyms is resolved. A non-preferred label may match multiple
               concepts, which can not influence the expression of semantic relations between concepts. Through
               this approach, the problem of term ambiguity can be resolved. It’s clear that the description logic
               of thesaurus knowledge systems becomes clearer after separating meanings and the forms of terms.
                 However, SKOS is unable to meet all demands for the description of Chinese thesauri, such as
               the description of Chinese Pinyin and potential relations between labels. The SKOS + XL model is
               more suitable to resolve description problems on the term layer. Concepts and terms can be regarded
               as description objects. The attributes related to semantics, such as definitions and categories of
               concepts and relations between concepts (including mapping relations) are described on the concept
               layer. The attributes that are not related to semantics are described on term layer, including Chinese
               pinyin of terms, and non-semantic relations between terms, for example, relations between Chinese
               words and their corresponding English translations, full names and acronyms, incorrect and correct
               spellings. The property “label” links concepts and terms, as shown in Figure 3.

                 In Figure 3, the concept “声呐” (sonar) is described. The meaning of “声呐” is abstracted as
               “Concept A”. “Concept A” has four literal expressions, three Chinese terms “声呐”,“声纳” ,“声
               呐技术”,and one English term “Sonar” . On term layer, “声纳” is a misspell of “声呐” and there
               is connection between the two terms. The term “Sonar” is an English translation of “声呐”, and the
