community culture system (Chen, 2015). Connotative development should focus on services to
the masses in order to enlarge the social value of the libraries. Library is not only just a place of
book collection, book borrowing and reading, but also should develop into a public service center
close to the public. Connotative development should focus on seamless connection between
service and society, make full use of mobile digital services, micro services and other convenient
means to provide useful guidance to the public, adopt mobile services, extension services, digital
services and other ways to improve service efficiency. Taking subway libraries as examples, the
total number of books borrowed from the Nanjing Jinling Metro Library had reached 8,500 in
2014 (Bo, 2015). 14,958 library cards have been issued and 193,952 books from the Wuhan Metro
self-service libraries since they were borrowed open in 2012 (Zou, Luo, & Chen, 2015). In 2015,
Beijing’s first M Subway Library located in the subway station opened. Library services should be
extended and integrated into the new information environment.
(2) Connotative development aims to brand libraries as community centers and sources of
authoritative knowledge.“Book” was once considered a library brand, which is not able to be
replaced by any other agency. The public consider that the library is clean, bright, comfortable,
warm and well-lit, and the staff working there is friendly (OCLC, 2005). However, since the
emergence of the network, information users increasingly rely on the network, library value
communication meets difficulties internationally. It is necessary to further reshape the authority
in the network environment for libraries. In the process of information resource collection and
digital resources long-term preservation, libraries guarantee the quality of information resources,
and form the authority of resources. Especially under the environment of brand loss and value
falling down, libraries should reshape the brand right now. Librarians become authorities of
knowledge dissemination because they grasp unique methods of information collection, reveal
and organization. Library buildings become authority centers of community public affairs
exchange because they can be used equally and for free. Libraries become authorities of cultural
heritage because they preserve culture. Libraries are also authoritative applicators of information
technology. IFLA believes that libraries should adopt big data, mobile technology, artificial
intelligence, 3D printing, automatic translation, network information filtering and regulation,
digital preservation, and other digital library related key techniques, in order to maintain not to
be marginalized (IFLA, 2013). In 2013, with half of the money coming from the Ministry of
Education and the Ministry of Finance, the Peking University spent more than 100 million RMB
on buying a collection of ancient Chinese books from a Japanese business group. The return of
the 28,000 books is the biggest purchase project involving overseas Chinese relics in history; it
embodies the value of library culture inheritance.
(3) Connotative development requests libraries to make contribution for social management.
Proposal for the 13th Five-Year Plan stresses to strengthen and innovate social management,
enhance community service functions, realize benign interaction among government governance,
social regulation and resident autonomy. Social governance is a multi-subject participated and
