a phenomenon unique to county level libraries or a process of change common to the overall
performance of public libraries nationwide.
Input scores of public libraries nationwide continued to increase from 2001 to 2015, but with
slight fluctuation. Generally, input in public libraries nationwide grew at a steady rate; output
scores slightly declined between 2004 and 2005 and between 2008 and 2010, but saw steady
increase after 2010. Among others, the eastern area showed significant strength in terms of input,
output and growth rate, while the central and western areas lagged behind (see Figure 3).

Calculation results show that not only the performance of county level libraries but also the
performance of public libraries nationwide kept on an L-shaped downward slide (see Figure 4). After
reaching a peak value in the period of 2003-2004, their performance continued to decline slowly but
rose slightly in 2012. The development trajectory of county level libraries roughly corresponded to
that of public libraries nationwide. The contribution rate of the performance of county level libraries
to public libraries nationwide basically kept above 1, indicating that the performance of country level
