deep analysis of historical data resulted in the emergence of relevant historical scenes and the
summarizing of historical experiences, management and regulation of public library development
in ethnic regions.
The achievements of public libraries in ethnic minority areas since the Reform and Opening-up
are mainly reflected in the following seven aspects: ① the number of institutions is increasing; ②
the level of construction is improving; ③ the literature resources are gradually enriched; ④ the
service level is constantly improving; ⑤ the digitization process is gradually accelerating; ⑥ the
ability of librarians is obviously improving; and ⑦ the academic exchange and cooperation are
becoming more and more frequent.
The experience is also summarized as follows: national policy support is a powerful guarantee
for development; national culture inheritance and protection is an important function; independent
innovation is the key, and the combination of external assistance and self-reliance is the
fundamental way of development.
This paper also puts forward some countermeasures for the existing problems: to establish a
financial security law system of “objective factor law” in financial security; to improve the service
system of public libraries, it is necessary to explore and popularize the general branch library
system in accordance with local conditions, and to strengthen the construction of mobile service
facilities; to expand grass-roots services, promote the integration of grass-roots public cultural
resources and services in agricultural and pastoral areas; to improve the matching of service supply
and demand; to increase the provision of minority language and culture and services under the
framework of Public Cultural Services Guarantee Law of the People’s Republica of China in
order to bridge the deviation between service supply and demand; and to improve the matching
of service supply and demand in professionals, strengthen Library Science education, strengthen
training, rotation training and professional guidance to strengthen the construction of talent team,
and promulgate the law of public library undertakings guarantee in ethnic minority areas as soon
as possible.

Data management services in the transition of research model: An approach
of implementing open access, open data and open science

With the development and popularization of information technology, the global academic exchange
model has generally developed towards open access. Scientific activity in the information age
requires more data to be opened and shared. From open access to open data and to open science,
each step is fulfilled with innovation and challenge.
