“People” are both the main body and motive power of the library. The users’ demand is external
motivation, and the librarian is the internal motivation. Therefore, the transformation and reform
of the library should be carried out around “people”. When people conduct knowledge-based
activities, they need a certain knowledge environment to develop cognitive and creative activities
(Song, 2010). In the social environment, users need much deeper knowledge organization and
open knowledge exchange environment. This requires the library to jointly build the smart
learning environment from three aspects: people, resource and space. On the one hand, the
relationships between people and resource, and people and space are the objective needs of users
to carry out smart activities in the library environment. It is required that the resource allocation
and organization in the library, the management of physical and virtual space should meet the
core needs of users. On the other hand, librarians directly serve users on the basis of resource
management and space management. The relationships between resources and space are essentially
the nature of the work of the library to provide service to users in a synergistic manner at the
material level. Therefore, the library’s smart service capability is based on the users’ knowledge
needs, the role of “resource”, “people” and “space”, and the ability to build smart service
environment with the help of technology.
Under the collaborative work requirements of various elements of the library, users can carry out
intelligent activities of individual knowledge construction and collaborative knowledge building
with other community members. The individual intelligence activity is mainly to learn and use
