apply data driven technologies, knowledge discovery model and visualization technologies in
the context of digital/digitized humanities to yield results in the field of archival science. At the
same time, Chinese archival community needs to pool the academic strength of digital humanities,
inherit culture from the history and tell the stories of China with a strong voice.
3.4 Archival information theory in view of the Long-Range Objectives through the Year
2035
The 10th Five Year Plan for the archival industry in China proposed to “accelerate the process of
archival informatization”, and the 11th Five Year Plan also took archival informatization as the
priority of the overall objectives. The long-range objectives through the year 2035 include initially
realizing socialist modernization, achieving major breakthroughs in key technologies, and realizing
new industrialization. The theories of archival information with Chinese characteristics are an
important part of the theoretical research on archival science in the modernization construction,
the development of key technologies, and the process of new industrialization. The focus of
archival informatization is on establishing and enriching the information database, developing
new information technologies and using new types of carriers, integrating archives information
resources with national basic information resource databases, and solving the problem with long-
term preservation of archives information and electronic archives.
The proposal of the theory of “transitions from analog to digital, then to data” by QIAN Yi is
an important sign of the maturity of archival information theory with Chinese characteristics, and
also the extension and development of early archival management theory, archival database design
theory, archival database paradigm theory, electronic record life cycle theory, archival database
life cycle theory, distributed database theory, data warehouse theory, and archival database quality
control theory in the data era. In 2007, QIAN Yi further proposed to apply the whole file theory
and the electronic records management theory to the design of archive database, which can

effectively ensure the organic connection within the archive database .
The contemporary construction of the archival information theory with Chinese characteristics,
at the theoretical level, requires to deepen research on the theory of “transitions from analog to

digital, then to data” and the principles on theories of digital archival science , further develop
the organic connection of archives applying the principle of pertinence, the principle of provenance
and the whole file theory, as well as the record movement theory and the archival value theory that
include the theory of records’ life cycle and the theory of record continuum. At the practical level,
it is necessary to accelerate the construction of digital archives and smart archives. For example,
in the field of long-term preservation of scientific and technological archives and records, China
has started theoretical research on long-term preservation of digital scientific and technological
documents in advance, and the initially established national long-term preservation system of
digital scientific and technological documents is capable of preserving major scientific and
