more, in the development of historical archives, it is preferable to encourage the development and
utilization of historical archives through open data research contests, crowdsourcing and mass
competition, so as to turn historical archives into historical big data, and lay a practical foundation
for the archival information theory with Chinese characteristics.

3.5 Archival governance theory for the governance of the new era

Promoting the rule of law nationwide is a major national strategy in the new era. The 19th National
Congress of the CPC outlined a grand blueprint for initially building the country, the government
and the society under the rule of law by 2035. The development of archival governance theory for
the governance of the new era can be carried out by strengthening the development of archival
governance theory and management theory, improving the power of discourse of China’s archival
governance regulations system in the international community, and constructing the electronic
records management theory and electronic archives theory for the age of evidence.
(1) Strengthening the development of archival governance theory and management theory
The Archives Law, together with related regulations and institutional systems on archives, lay
the groundwork for the rule of law in archival science. First of all, it is necessary to strengthen
the study on the theory of archival governance. In June 2021, the National Archives Development
Plan during the 14th Five Year Plan Period jointly issued by the General Office of the CPC
Central Committee and the General Office of the State Council first proposed to build an archival
governance system, and placed it at the top of the four major systems, the other three being the
archival resource system, the archival utilization system, and the archival security system. The
National Archives Administration of China proposed specific measures to improve the archival
management system and mechanism, revise the laws and regulations on archives, and improve

related standards and specifications . On the one hand, based on the Archives Law, it is necessary
to build a complete governance system of archival resources that covers the governance of big data
of government archives, the governance of archive platforms for enterprises and public institutions
and the multi-center governance of public archives, and build an archive governance mechanism
involving multiple subjects, thus promoting the development of the theory of archival governance
in China in the new era. On the other hand, with the formal implementation of the Archives Law,
it is necessary to study the ideas proposed in the Measures for the Implementation of the Archives
Law of the People’s Republic of China (hereinafter referred to as the Measures) for revision. The
existing research on these ideas has focused mainly on the development of some legal definitions
and exceptions of the new Archives Law, the establishment of special organizations and their
permanent affiliated institutions . In the future, further efforts can be made in the research on the

rules of effectiveness, informatization, legal responsibilities, custody and preservation.
Additionally, harder research work needs to be done on the theory of archival management. As
