of smart libraries, information services that libraries provide will further extend towards the whole
chain such as knowledge production, dissemination and consumption and establish cooperation
mechanism of multi-channel access, multiple platforms and diverse output of products to make
everyone in social knowledge activities can get support and service corresponding to his/her
demands. The fourth feature is the online and offline virtual and real interaction of learning and
reading space. The space experience in smart libraries will highlight the combination of modern
technology and the people-centered idea. On the one hand, based on users’ needs, behavior data
and real-time matching analysis of their behavior with library space, resources, facilities and tools,
libraries can provide customized and smart solutions in different reading scenes and non-inductive
support and services. On the other hand, modern technologies such as virtual reality, augmented
reality and multidimensional high-definition video recording are utilized to enrich the connotation
of knowledge service so that readers can truly walk into books, travel through time and space, and
obtain immersive panoramic reading and learning experience.
(2) General ideas on the construction of National Smart Library System
The National Smart Library System is expected to be built by relying on the existing
infrastructure of digital libraries and achievements in the construction of resources and service
network as well as the mature cooperative network between the NLC and public libraries of all
levels; by giving full play to libraries of all levels in the acquisition, aggregating, processing,
integrating and correlating of knowledge and information; by encouraging social capital and social
forces to participate through the government’s lead in finance investment; and by integrating
marketing experience of top knowledge service institutions in knowledge development, product
integration, and brand promotion. Efforts are made to jointly build the future-oriented next
generation library smart service system and smart library management system with our own
intellectual property, and promote the smart upgrading of library space, resources, services and
management (see Figure 1).
The project will establish a national knowledge resource storage system, build the open
knowledge service environment, and set up smart service space for libraries at all levels across
the country by constructing the infrastructure of big data that runs through the whole chain of
knowledge creation, publication, storage, dissemination, discovery and service. The project will
support knowledge discovery and service of mass-decentralized transmission driven by “AI +
data”, and realize the integration, sharing and online delivery of all kinds of knowledge and service
provided by multiple subjects.
The overall architecture of the project can be concluded as 1+3+N. “1” refers to cloud smart
library; “3” refers to integrated storage of knowledge across the network, national smart library
management system and operating environment of smart knowledge services; and “N” refers to
offline smart service space in libraries of all levels and local service points.
As the cloud infrastructure supporting the operation of the National Smart Library System, the
“cloud smart library” is planned to adopt a hybrid mode combining the public cloud and private
