build three supporting systems. The first one is to build the smart library evaluation system which
will supervise the supply and utilization of library space, facilities, resources and services in real
time and evaluate the efficiency of smart management and service. It will provide support for
decision-making in further upgrade of the National Smart Library System and optimized allocation
of investment. The second one is to build the smart standards and regulations system which will
establish a complete set of standards and regulations governing the operations, data, services,
products, technologies, maintenance and management of smart libraries. It will provide standard
support for the smart transformation of public libraries and the construction of the nationwide
interconnected smart library system. The third one is to build the smart research and personnel
training system. The National Smart Library Development and Research Center will be founded
to carry out follow-up studies on key technologies, standards and norms and service application
and to lead the construction and development of the smart library management and service system
as well as the smart operating environment with cutting-edge research results. At the same time,
efforts should be made to cultivate a new talent team including subject librarians, data librarians,
communication librarians, scientific research information assistants, think tank experts, intellectual
property service experts, information analysis experts and other professionals to achieve
sustainable support for smart libraries.
Among the above projects, the infrastructure construction of the “cloud smart library”, the
development of the smart library management system and the operating environment of smart
knowledge services are principally implemented by the NLC to provide consolidated national
support and guarantee for smart transformation of libraries. With the help of the coordination of the
NLC, libraries of different levels are responsible for the system of knowledge with local features,
the operation of local smart library space and interaction in online services. According to local
needs in space, management and services, libraries should also upgrade library space and offline
equipment, and develop the micro-service framework of the smart library management system
with necessary customization so that the “cloud smart library” can provide universal, equitable and
convenient services and the local personalized needs of users can be satisfied. At the same time,
information suppliers, platform and channel operators can also join in the construction and service
of the National Smart Library System through open interfaces.
With the rapid update and iteration of information technology, imagination about the smart
society is still advancing. The smart transformation of libraries is bound to be a long-term process.
During the 14th Five-Year Plan period, we will first complete the preliminary framework of the
National Smart Library System and implement the system in the fields of knowledge storage,
smart management system and smart service space to elevate the abilities of libraries at all levels
in knowledge resource guarantee and smart service support for nationwide reading and lifelong
learning, technological innovation and industrial revolution, and the government’s scientific
decision-making and modern governance.
