extend the range of public knowledge service, to support the inheritance of the excellent traditional
culture, popularization of scientific knowledge and lifelong learning, and to promote the all-round
development of each citizen and the general elevation of scientific and cultural quality of citizens.
We expect to establish a system of knowledge resource release, management, service and storage
with our own intellectual property to provide more diversified, reliable and high-quality knowledge
resources for national innovative development, and professional knowledge services oriented to
innovation subjects, embedded in the innovation process and driven by individual objectives and
demands, which provides knowledge support and guarantee for the innovation-driven development.
We also expect to further the supply-side structural reform of public cultural services from the
top-level, to enrich the supply of high-quality knowledge on the Internet, to help the incubation of
cultural industry of new forms, to enhance the vitality of cultural development, and to better adapt
the cultural supply system to structural changes in demand. At the same time, we should strengthen
the supply of high-quality knowledge resources in the Internet, especially digital original academic
resources in Chinese, promote the integration and innovation in the production, dissemination and
utilization of knowledge, and accelerate the cultivation of the integrated and one-stop environment
for knowledge collaboration and sharing.
The 14th Five-Year Plan period is the first five-year phase in which China will embark on a
new journey of building a modern socialist country in an all-round way after accomplishing a
moderately prosperous society in all respects. China will enter a new stage of development which
is full of changes and challenges. Crisis lurks in changes but also breeds turnaround. We look
forward to working together with all parties to foster communication, expand cooperation, seek
development through innovation and open up new horizons on a shifting landscape so as to make
greater contributions in promoting the better and faster development of the librarianship and in
providing more convenient knowledge services of higher quality.
