automatic semantic association and authority control in the Internet environment through semantic
organization by means of linked data and ontology, forming the integrated smart knowledge
network map.
The smart library management system is the “brain center” of the National Smart Library
System, which will upgrade the integrated management system to realize smart management of
online and offline operations. On the one hand, through the “micro-service” on the basis of the
open interface, the system will provide open access to known and unknown library operations and
support organizations or individuals of application development based on deep mining, integration
and utilization of data, and develop unique application module of knowledge service in order to
realize customized service at the front-end interface geared to different people and targets. On the
other hand, by the application of IoT, the system will promote the open access, sharing and smart
interconnection of knowledge, terminal equipment, smart service space, online and offline smart
activities, and build the online integrated virtual management system of collections and donations
in libraries of all levels and other information institutions. In such a case, libraries, books and
people are all interconnected, and users can discover and access the library resources and services
easily and conveniently.
The operating environment of smart knowledge services will create a knowledge “market”
with multiplex participation and mutual benefit, establish a socialized cooperation mechanism
throughout the process of knowledge creation, publication, storage, dissemination and utilization,
and support open access of libraries at all levels and third-party platforms. The environment will
perform knowledge review, resource processing, users’ profiles, activity promotion, copyright
administration, space management and data analysis for activities of knowledge producers, servers
and consumers, and provide support and service to citizens, legal persons and other organizations
to join the smart service network.
The service space of the smart library is the “nerve endings” of the National Smart Library
System. It will support the intelligent upgrade of offline operations such as cataloging, sorting,
checking and circulation through the smart transformation of the building space and facilities
of libraries at all levels and local service points. Through the construction of the smart service
system such as intelligent seats and intelligent question-answering in library service points,
multimedia intelligent interactive reading scenes will be created. The socialization of logistics will
be introduced to establish a nationwide intelligent document delivery system so that collections of
libraries at all levels can be circulated efficiently and conveniently all over the country, especially
in the grassroots areas. Based on smart upgrade in offline library space, the project will also
promote the interconnection of library smart space facilities and management systems with users’
smart terminals, establish personalized reading and learning, communication and sharing as well
as collaborative innovation space in online and offline services, and provide immersive service
experience based on intelligent technologies such as virtual reality and augmented reality.
