SU Xinning / The discipline system, academic system and discourse system of information science with Chinese characteristics 075

the Internet accelerated to highlight the elements of “information” and “network” of information
science. The theory of information construction was introduced into the field of information
science, and the technologies and approaches of developing network information resources became
an important part of the research on information science. Driven by the popularization of the
Internet, various network information resource databases were built and opened for access, such
as Wanfang Data, Chongqing VIP Database and CNKI. Theories on information science were put
forward by scholars. For example, MA Feicheng proposed the discrete distribution principle, the
order principle, the relevance principle, the ease-of-use principle, the small world principle and
                                                          [9]
the logarithmic perspective principle on information from the perspective of information chain
structure. LIANG Zhanping proposed another four principles, namely the reorganization principle,
the hiding principle, the visualization principle, and the principle of least effort .
                                                                              [10]
The era of big data has brought new opportunities and added new vitality to information science.
The formulation of national strategies and the application of new technologies have generated
new space for the development of information science. The community has begun to realize that
information must be more closely linked with national strategies and decision-making, and should
play a greater role in safeguarding national security and implementing development strategies.
In 2015, the Opinions on Strengthening the Construction of New Think Tanks with Chinese
Characteristics was officially issued by the Communist Party of China Central Committee. The
document has become a wind vane for the transformation of the work on information to think
tanks which have been identified as an important part of information capabilities. The focus of
research in information science has shifted from literature and information to “intelligence”,
bringing the theoretical research and application of information science to a new height. In 2011,
the first doctorate forum on information science was held. In 2014, the Journal of Intelligence
hosted the “Huashan Information Forum”, and initiated a discussion on the topic of “Development
of the Discipline of Information Science”. In 2017, Nanjing University held the first “Forum
on the Development of Information Science and Information Work” (later became an annual
event on information science), and released the Nanjing Consensus on the Development of
Information Science and Information Work, which proposed five ways to reorient the development
of information science and information work . In 2019, the third “Forum on the Development
                                                    [11]
of Information Science and Information Work” was held in Central China Normal University,
which was officially confirmed as the Annual Conference on Information Sciences in China.
The above academic events focused on discussing the future development of the discipline of
information science, the directions of research on information science, and the key tasks of work
on information, especially the five ways of reorientation proposed by the Nanjing Consensus,
which pointed out a new direction for information science to express the “information” discourse
in national strategy and social development.
After more than half a century of development, the research field of information science in
China has expanded from scientific and technological information to medicine, agriculture, social
