country must have a strong information system” [19] , making it possible to establish a discipline
system of macroscopic intelligence with Chinese characteristics covering science and technology,
culture, economy, medicine, ecology, security, national defense, military affairs and other fields.
The academic concepts of information science is reflected through its theories, basic principles
and applications. The theories and basic principles of information science are constantly enriched
by research on the practice of work on information, and attributes and added value of information.
For example, theories related to the patterns of literature distribution, the principles of order,
relevance and reorganization on information organization, the principles of relevance and least
effort on information utilization, the hiding principle and small world principles of characterizing
information attributes, the logarithmic perspective principle and visualization theory of information
quantification; these all constitute the fundamental knowledge system, and the basic framework
of the academic system of information science. As the age of big data has arrived, faced with
the massive, diversified and ever-changing data, we need to consider how to mine and analyze
information with the theories, approaches and technologies of information science, which also
brings opportunities to enrich the academic system of the discipline.
With the establishment of the macroscopic intelligence discipline, the framework of information
science is further perfected, and the knowledge system of the discipline grows more mature.
Under the framework of national security and development and the needs of national strategies,
the discourse system of information science needs to be expanded, the voice is expected to
be strengthened, and the power of discourse needs to be reshaped. The planning, evaluation,
prediction and competition of work on science and technology in China are expected to be
interpreted through the information science knowledge system; social development, economic
prosperity, cultural heritage, health of the public in general, handling of emergency and
other undertakings need information science to make a difference; national security, military
research, science and technology on national defense and other fields also require the support of
information to be strengthened. Therefore, the discipline of information science must take its due
responsibilities, grasp the opportunities of the times, enhance its voice, and redefine its position in
terms of discourse in national strategies.
2 Disciplinary system, academic system, discourse system and their relations
The discipline system, academic system and discourse system of a discipline are closely related
and interacted. The discipline system determines the scope of discourse. Although the discipline
may jump out of that scope to voice its ideas, its discourse will be greatly weakened. The academic
system reflects the discourse capability and key power of discourse of the discipline. Only
