rights from the board of trustees
supervisor position in the board of trustees is applicable to middle and small-scale libraries during
the process of the pilots. Among them, both the board of supervisors and the supervision and
administration committee, as the supervisory agency for the board of trustees and public library
management, have the responsibilities of supervising the decision-making and implementation of
public libraries. These supervisors have been appointed by the superior departments, responsible to
the superior department, submit the report periodically, and put on records to the board of trustees.
The board of supervisors is always composed of three or five members (including one chief
supervisor), who are nominated by the superior department, examined and appointed by the joint
conference. All kinds of the supervisors have the same term with the board of trustees, and should
follow the list of responsibilities and authorities strictly required from the pilots (see table 6).
