                 In the current pilots, the nomination, appointment and performing duties are becoming more and
               more standardized and reasonable for all these kinds of supervisors.
                 Fourth, clarifying the roles and responsibilities of the Party organization.The Implementation
               Plan on Deepening the Reform of the Corporate Governance Structure of Public Cultural
               Institutions has clearly put forward that strengthening the Party building, as one of the main
               reform contents, requires the superior departments strengthening the leadership of the Party
               building by setting up three to seven members of the CPC Leading Group (including one
               secretary) during the process of the corporate governance reform. Therefore, establishing and
               improving the decision-making mechanism involved in major issues by the Party organization as
               leader and participant will ensure the political core, supervision and guarantee roles of the Party
               organization. That is to say, the Party organization participates in the discussion of the major
               resolutions on important decisions, the important personnel appointment, arrangement of major
               projects, the use of huge funds and so on within the regulations and forms. Through setting up “the
               integration system of the main members between the board of trustees and the Party organization”,
               the principal of the Party organization, as the ex-officio trustees, could promote the development
               of integration for the board of trustees and the major members of the Party organization, make
               the will of the Party organization fully reflect in every major decision, and the political safeguard
               could be able to work better.
                 2) Making more scientific and professional decisions by establishing professional committees
                 The innovation of introducing experts’ consultation into the decision-making process is an
               effective way to improve the decision-making ability of the board of trustees, which could
               perfect the decision-making of corporate governance, ensure professional and scientific decision-
               making for public libraries. Shuozhou Library, Futian District Library in Shenzhen City and some
               other pilots, as well as the foreign public library board of trustees, have established a series of
               professional committees with recruiting experts to widely absorb social wisdom, ensure social
               professionals’ active participation, and make much more efficient and grounded decisions.
               According to the practices at home and abroad, the board of trustees could establish or repeal
               the committees with deliberating and approving, and the trustees with the relevant professional
               background could be the conveners of new committees. The new committee should consist of
               some trustees and some social professionals, and it is responsible to the board of trustees. The main
               responsibility of each professional committee is to do some investigations on professional topics,
               submit the investigation report to the board of trustees, and provide reasonable suggestions and
               professional argumentation for decisions.
                 Based on the responsibilities and authorities of the public library board of trustees, the
               committees, as the sub-organization of the board of trustees, should include but not be limited to
               the following categories.
                 ① Literature Resource Construction Committee. According to the service target, task and
               object of libraries, the committee should review the literature resource construction scheme and
