(2) Information discourse on the building and services of academic resources
Information institutions were the first to develop information resources. Information science
provides a complete set of theories, technologies and approaches on the construction, collection,
organization, processing, retrieval, analysis and services of information. It also constructs a
complete set of ideas for the transformation of “information-knowledge-intelligence” and the
regeneration of information. Therefore, information science has a unique discourse position on
the structure, organization, classification, processing, retrieval and service mode of academic
resources. For example, it stands on a unique position in terms of service concept, scientific and
technological security, and wide dissemination of information around the discussion of how the
development of academic resources can meet the requirements of academic research, novelty
search, scientific research management and academic norms.
(3) Information discourse on scientific development and planning
Information science in China was initially established for the development of science and
technology and the cultivation of talents on scientific and technological information. For a long
time, the discipline and work on information have made great contributions to the development,
innovation, rejuvenation and planning of science and technology in China, and demonstrated the
important role of information discourse in scientific and technological development and planning.
With the help of information theories and approaches, as well as analysis techniques, we can
not only uncover the hot topics of scientific research and trends of future development but also
predict the industrial revolution that will be triggered by the analysis of new technologies and new
materials. At the same time, through analysis on the information of scientific and technological
development, we can provide suggestions for the planning of scientific and technological
development at the national, regional and industrial levels. Therefore, with the help of the
knowledge system and capabilities of the discipline, information science has information discourse
in leading discipline development, exploring future trends of science, forecasting new industrial
revolution, and providing suggestions for the planning of scientific and technological development
at the national, regional and industrial levels.
(4) Information discourse on the scientific and technological confrontations and contests in
international competition
Intelligence on competition is a key branch of the discipline of information science. It is
mainly designed to support early warning for crisis, provide reference for decision-making,
conduct technological tracking, and promote learning in organizations. Its research fields include:
intelligence on competition oriented to strategies or tactics, intelligence on competition oriented
to technologies or competitive goals, and research on competitors, oneself, the market or the

industry . In the face of scientific and technological confrontations and contests in international
competition, information discourse is particularly important. Similarly, analysis on the information
